Send this event from any service monitor used with the ADBC adapter when the monitor comes online.

The ADBCStatusManager only caches monitors that have died and waits for them to come back online before resuming status information passing, so there is no requirement for the ADBCStatusManager to be injected before other services for ADBC. This is purely optional.
