Required Permissions
To manage users for an organization, you must belong to a role that has the Manage Users permission.
Note:  
Users that belong to a role that includes the Manage Organizations permission have the Manage User permission by implication.
Before adding users to CentraSite, you must configure CentraSite for the external authentication system you want to use.
