Authorize Against Registered Consumers
Note:  
Dependency requirement: A policy that includes this action must also include the Identify Consumer action. However, if the Identify Consumer action is set to identify users via the HTTP Authentication Token option, then "Authorize Against Registered Consumers" should not be included in the policy.
Authorizes consumer applications against all consumer applications who are registered in CentraSite as consumers for the service.
