As long as a resource manifest has not been finalized, a Finalize Manifest button is shown on the details page of the resource manifest. When you finalize a manifest, you make it available to the app on the mobile devices. You should do this after all resources have been added. The finalization creates a binary large object, where the name of the resulting file is sha1-value.blob.

When you finalize a manifest, it becomes available to the app either immediately or after the Valid from date. If you want to change this, you have to edit the manifest (see Changing the Availability Date of a Resource Manifest).

When a resource manifest has been finalized, it is no longer possible to add or delete resource files. If you want to do this, you have to duplicate the manifest (see Duplicating a Resource Manifest).
