Installing Certificates on Windows Phone Emulator
Windows Phone supports DER-encoded X.509 certificates with a .cer file extension.
Note:  
Without a valid certificate, various errors and exceptions are thrown, including System.Net.WebException in libmidp20_slv_debug.dll at javax.microedition.io.HttpConnectionImplNative.getResponse(HttpWebRequest request) and System.NotSupportedException in mscorlib.dll at System.Threading.Interlocked.Increment(Int64& location).
Important:  
When using the Windows Phone Emulator, you must install the custom certificate each time the Windows Phone Emulator is started.
To install custom SSL certificates on Windows Phone Emulator
1. Put the certificate on an accessible server. On the emulator, download the certificate from Internet Explorer.
2. Confirm that you want to install the certificate and click Install.
