Construct a short value from an item value.
xs:short(item $value) => short
This is a constructor function that takes an item value as argument and
returns a value of type xs:short. If the argument is a literal,
then the literal must be a valid lexical form of its type.
As specified in the respective section of the W3C recommendation

Schema Part 2: Datatypes, xs:short is a subtype derived
from xs:int. The lexical representation is the set of numerical
values in the range from -32768 to 32767. If no sign is used,
"+" is assumed.
