You can set up workflow such that the workflow is directed to specific approvers based on the value of an attribute. For data driven workflow, there must be a reference field in the associated object. Once a workflow rule is assigned to an object, you can define the filter criteria for diverting workflow to specific approvers either at the user level and/or the role level.
