When a version is pending in the workflow pipeline, only approvers are authorized to add and update records in the pending version. First level approvers in this scenario can create an interim version called the scratchpad version. Only the user who created the scratchpad version can edit it, but other users have read-only privileges to view it. The scratchpad version can be merged with the existing pending version.
