Dashboard HTTP XML request for info/envp fails if environment variable has invalid Unicode characters.

An issue has been fixed so that Unicode characters, both valid and invalid ones, can be passed. Even the surrogate pairs (multi-byte or wide characters) can be passed. No exception shall happen.
